Astropathic Sending.
As I can gather from the core rulebook, Astropaths has a psychic power called Enhance Phenomena. Unfortunately it isn't covered in the book, leaving me a bit stomped, as how to go around this astropath business. My players are rather keen to report their superiors every now and then, so this talent might help. I know you could argue that this talent should be a skill instead or even a psychic power. I however prefer to keep it a talent because of the prerequisites. That being said, I know Astropath are blind and soulbound to the Emperor, but it should be possible to circumvent these rules with the right connections.
Astropathic Sending
Prerequisites: Psy rating 3, Telepathy Discipline.
This talent allows psyker to send an astropathic message through the warp.
The difficulty of sending the message depends on several factors. The amount of data transmitted, the distance to the recipient, and obstacles hindering the transmission.
The message is essentially sent out in the warp like a radio signal, except that this message is particular about where to end.
Messages can still be intercepted if the intercepting astropath knows where to look.
The sending astropath will have to make a WP check +Psy Rating x10 (-Psy Rating 3 means +30) to effectively send a message. With the following modifiers:

Using astropathy also requires an Astropathic Helmet, hooked up to scanner capable of scanning the message. The quality of helmet can enhance the chances of a successful sending.
Astropathic receiving
Prerequisites: Psy rating 3, Telepathy Discipline.
This allows a psyker to receive astropathic messages through the warp.
It can be difficult to decipher the messages coming through the tangled energies of the warp. Sometimes only fragments of a message can be received depending on the state of the warp, the mind of the astropath and the transmitting astropath.
To even know that there is a transmission to receive an astropath has to make a check versus perception. The Astropath then has to make a successful WP check to pull the message through the warp. If the astropath succeeds he will receive the full message, if not he will only receive fragments or nothing at all, GM’s discretion.
Receiving astropathic messages is only possible using an astropathic helmet hooked up with a printer.
Most warp capable ships have an astropathic helmet.
